What is IFTA?
The International Fuel Tax Agreement (IFTA) is a cooperative program created to simplify how commercial motor carriers report and pay fuel-use taxes when operating across multiple U.S. states and Canadian provinces. Instead of filing separate fuel tax reports with every jurisdiction a vehicle enters, carriers submit one quarterly report to their base jurisdiction, which then handles all tax redistribution on their behalf.
IFTA reduces paperwork, standardizes tax rules across regions, and ensures carriers are taxed fairly for the distance they travel in each jurisdiction.
What Vehicles Are Covered Under IFTA?
Only Qualified Motor Vehicles (QMVs) fall under IFTA requirements. A vehicle is considered qualified if it meets any of the following:
- Has a gross or registered weight over 26,000 lbs, or
- Has three or more axles, regardless of weight, or
- Operates as part of a combination (tractor + trailer) exceeding 26,000 lbs
Light-duty vehicles - such as vans, pickups, and service vehicles - generally do not meet these criteria unless they operate as part of a heavy combination.
How IFTA Reporting Works?
Every quarter, carriers must report:
- Total distance traveled in each jurisdiction
- Fuel consumed or purchased in each jurisdiction
- A complete list of all qualified motor vehicles included in that filing
The base jurisdiction uses this information to calculate tax owed or refunded and then distributes the appropriate amounts to all participating jurisdictions.
To support audits, carriers must also maintain underlying distance and fuel records, as well as documentation showing how totals were calculated.
